Abstract
This national standard provides basic provisions for Arctic tourism within the Russian Federation's Arctic zone. It defines terms, outlines the responsibilities of service providers, establishes safety and environmental protection expectations, and references related technical and safety standards to ensure tourist and excursion services are organised and delivered with attention to health, life-safety, cultural sensitivity and natural-resource protection. The standard is intended as the foundational (Part 1) document in the series of standards on Arctic tourism.

- General safety and risk-management obligations for organisers and guides (life‑safety, health, equipment and training).
- Environmental protection and sustainable practices while operating in fragile Arctic ecosystems.
- Respectful engagement and coordination with indigenous and local communities.
- Requirements for documentation, information provided to tourists, and mandatory briefings for Arctic-specific hazards.
- Reference and cross‑linking to more detailed parts of the series that address infrastructure, emergency response, wildlife conflict prevention, and other specialised topics.
Typical use and users
