Instructions on keeping general and (or) special work logs on construction, reconstruction and overhaul of capital facilities
Full title and description
RD 11-05-2007 — Порядок ведения общего и (или) специального журнала учета выполнения работ при строительстве, реконструкции, капитальном ремонте объектов капитального строительства. This regulatory document defines the form and procedural rules for keeping the general and (where applicable) special work journals used to record progress, inspections and handover information during construction, reconstruction and major repair of capital construction works in the Russian Federation.
Abstract
RD 11-05-2007 (approved by the Federal Service for Ecological, Technological and Atomic Supervision — Rostekhnadzor) prescribes the required structure, registration and handling of the "general journal" and associated special journals that record the execution of construction, reconstruction and capital repair works. It sets out who is authorised to keep and sign the journal sections, the contents of the journal (title page, lists of authorised representatives, section tables, signatures and dates), and the procedure for transferring completed special journals to the developer or client.
General information
- Status: Effectively superseded by Ministry of Construction orders introduced 1 September 2023; originally issued and applied under Rostekhnadzor rules (documents remain relevant for journals registered under the RD form before 01.09.2023).
- Publication date: Approved 12 January 2007 (Rostekhnadzor order No. 7); registered in the Ministry of Justice 6 March 2007 (registration No. 9051).
- Publisher: Federal Service for Ecological, Technological and Atomic Supervision (Rostekhnadzor) — approved by Rostekhnadzor (order No. 7 of 12.01.2007).
- ICS / categories: Construction industry / construction technology: ICS 91 (Construction materials and building), relevant groups 91.010 (construction industry) and 91.200 (construction technology).
- Edition / version: RD 11-05-2007 (original text introduced 2007). Superseding acts: Ministry of Construction orders No. 1026/пр (02.12.2022, form and procedure for the general journal) and No. 344/пр (16.05.2023, requirements for executive documentation) came into force 01.09.2023.
- Number of pages: Typical vendor/printed editions: 19 pages (format and pagination vary by publisher and reprints; some summaries/leaflets present shorter extracts).
Scope
Applies to the keeping of the general journal and, where prescribed, special journals used to record the performance of works during construction, reconstruction and capital repair of capital construction objects. The RD sets out the required form of the general journal (appendix with title page and section layouts), the list of special journals, who may keep and sign each section, registration and transfer procedures, and record-keeping rules for completed journals. Note: since 01 September 2023 the Ministry of Construction’s orders set the new unified form and order for the general journal; RD 11-05-2007 remains relevant only for journals registered under its form before that date.
Key topics and requirements
- Form and layout of the general journal of works (A4 typographic form — sample provided as Appendix No.1 to the RD).
- Designation and list of special journals (separate registers for specific work types and for author supervision) and rules for their issuance and numbering.
- Who may keep and fill each section — authorised representatives of the developer/client, the construction contractor, state construction supervision and other stakeholders; duties and signatures required.
- Procedure for handing over completed special journals to the developer or client after completion of the respective work scope.
- Registration/record requirements (registration with state supervisory bodies where applicable) and retention of completed journals as part of the project’s executive documentation.
Typical use and users
Used by developers (застройщики), clients, general contractors and subcontractors, authorised site representatives, project designers (author supervision), and state/regional construction supervision authorities. Typical use cases: daily/periodic recording of performed works, inspection and acceptance records, signatures, and handover of special journals for completed work phases. Where journals were registered under RD 11-05-2007 prior to 01.09.2023, project teams continue to use and complete those physical journals until their official conclusion.
Related standards
Related regulatory and normative acts include: RD-11-02-2006 (requirements to composition and procedure for executive documentation during construction — historically linked with RD 11-05-2007), and the Ministry of Construction orders that superseded/updated the forms and rules: No. 1026/пр (02.12.2022) and No. 344/пр (16.05.2023) which entered into force on 01.09.2023. Additionally, related construction codes (SP), GOSTs and industry guidelines on inspection and documentation practices are typically referenced in project executive documentation sets.

FAQ
Q: What is this standard?
A: RD 11-05-2007 is a Russian regulatory document (approved by Rostekhnadzor, order No. 7 of 12 January 2007) that defines the form and procedure for keeping the general and special journals used to record work performed during construction, reconstruction and capital repair of capital construction objects.
Q: What does it cover?
A: It covers the structure of the general journal (sample title page and sections), lists of special journals, who is authorised to maintain each section, registration/transfer procedures for completed journals and the obligations of parties who keep journal records during construction works.
Q: Who typically uses it?
A: Developers, clients, construction contractors and their authorised representatives, design organisations (author supervision), and state construction supervision bodies use the RD’s journal forms and rules as part of project executive documentation and on-site record-keeping.
Q: Is it current or superseded?
A: RD 11-05-2007 has been effectively superseded for new journals by Ministry of Construction orders No. 1026/пр (02.12.2022 — form and procedure for the general journal) and No. 344/пр (16.05.2023 — executive documentation rules), both of which entered into force on 01.09.2023. Journals registered under the RD form before 01.09.2023 were permitted to be kept until their completion; consult the relevant regional/state supervisory authority for transitional rules that apply to a specific project.
Q: Is it part of a series?
A: RD 11-05-2007 is one of a set of Rostekhnadzor regulatory documents addressing construction executive documentation and acceptance/inspection records (for example RD-11-02-2006 on executive documentation and related RDs). These texts were historically used together when Rostekhnadzor exercised the regulatory functions later transferred to the Ministry of Construction.
Q: What are the key keywords?
A: General journal (общий журнал работ), special journal (специальный журнал), construction record, executive documentation, Rostekhnadzor, Ministry of Construction orders 1026/пр and 344/пр, registration, handover of journals.
