Full title and description

Maritime navigation and radiocommunication equipment and systems — Integrated navigation systems — Operational and performance requirements, methods of testing and required test results. This International Standard defines minimum requirements for the design, manufacture, integration, test methods and required test results for Integrated Navigation Systems (INS) so they comply with relevant International Maritime Organization (IMO) performance requirements and to resolve conflicts that arise when individual navigational aids are combined into an INS.

Abstract

IEC 61924:2006 sets out functional, operational and performance requirements for shipboard Integrated Navigation Systems, together with required methods of testing and the test results that demonstrate compliance. The standard addresses integration of multiple navigational aids, data interfacing and exchange, integrity monitoring, common reference systems, alarm generation and documentation requirements needed to ensure safe, interoperable INS installations in accordance with IMO resolutions.

General information

  • Status: Withdrawn (withdrawal effective date: 31 May 2011).
  • Publication date: 11 May 2006 (Edition 1.0).
  • Publisher: International Electrotechnical Commission (IEC). Also adopted as EN 61924:2006 by CENELEC and published by national bodies (e.g., BSI, DIN).
  • ICS / categories: 47.020.70 — Navigation and control equipment.
  • Edition / version: Edition 1.0 (2006).
  • Number of pages: 56 (original IEC publication).

Scope

The standard specifies minimum requirements for design, manufacture, functional integration, interfaces, performance and testing of Integrated Navigation Systems (INS) to satisfy IMO performance criteria (notably those referenced in IMO Resolution MSC 86(70) Annex 3). It covers how individual navigational aids and displays are combined, how navigational data is marked and exchanged, requirements for a consistent common reference system (CCRS), integrity monitoring, alarm and alert handling, and the documentation and test evidence required to demonstrate compliance.

Key topics and requirements

  • Functional and task-related requirements for an INS, including basic INS functions and functional integration of navigational sensors and displays.
  • Requirements for interfacing and standardized data exchange between navigational equipment (ensuring interoperability of sensors and displays).
  • Performance and accuracy criteria for integrated functions and for data presented to the navigator.
  • Consistent common reference system (CCRS) and requirements for coordinate/time reference consistency across components.
  • Integrity monitoring and fault detection, including handling of degraded sensor input and generation of alarms/warnings.
  • Methods of testing and required test results to demonstrate compliance (type and system tests, test procedures and pass/fail criteria).
  • Documentation requirements for design, installation, testing and maintenance of an INS.
  • Guidance to resolve conflicts between IMO performance standards that apply to individual navigational aids when they form part of an INS.

Typical use and users

IEC 61924:2006 was used by marine electronics manufacturers, system integrators, shipyards and naval architects when designing and installing Integrated Navigation Systems; by flag-state and port-state authorities and classification societies when assessing compliance of bridge equipment; and by test laboratories and inspectors responsible for type-approval, factory and shipboard testing of INS installations.

Related standards

Typical companion and successor documents include IEC 60945 (general requirements and test methods for shipborne equipment), the IEC 61162 series (digital interfaces for shipboard equipment), IEC 61174 (ECDIS), IEC 61924‑2 (modular structure for INS — later parts and editions), EN 61924:2006 (CENELEC adoption), and relevant IMO resolutions such as MSC.86(70) and later IMO performance resolutions referenced in subsequent IEC parts.

Integrated Navigation System, INS, maritime navigation, IMO MSC 86(70), performance requirements, test methods, IEC TC 80, CCRS, alarm management, system integration, marine electronics.

FAQ

Q: What is this standard?

A: IEC 61924:2006 is an IEC International Standard that defines operational and performance requirements, and test methods/results, for shipboard Integrated Navigation Systems (INS).

Q: What does it cover?

A: It covers design and manufacturing considerations, functional integration of navigational aids, interfacing and data exchange, accuracy and performance criteria, integrity monitoring, alarm generation, documentation, and the tests and required results needed to demonstrate compliance with IMO performance requirements.

Q: Who typically uses it?

A: Marine electronics manufacturers, system integrators, shipyards, classification societies, flag/port-state authorities, test laboratories and inspectors working on bridge equipment and INS installations.

Q: Is it current or superseded?

A: IEC 61924:2006 was withdrawn (withdrawal effective date: 31 May 2011). Later work on INS requirements continued in subsequent standards and parts (for example the IEC/EN 61924-2 series and later consolidated editions such as IEC 61924-2:2021 and related EN IEC publications). Users implementing or assessing modern INS should refer to the latest IEC/EN standards and current IMO performance requirements rather than the withdrawn 2006 edition.

Q: Is it part of a series?

A: Yes. IEC 61924 has later parts (notably the 61924-2 modular structure for INS and subsequent revisions) and has been adopted in regional editions (EN 61924:2006 and later EN/IEC revisions). The subject of INS requirements has evolved across multiple IEC parts and updates since 2006.

Q: What are the key keywords?

A: Integrated Navigation System (INS), maritime navigation, IMO MSC 86(70), performance requirements, test methods, CCRS, alarm management, IEC TC 80.
