Full title and description

GOST 21.110-2013 — System of design documents for construction. Specification of equipment, products and materials. This interstate (GOST) standard specifies the form and general rules for preparing specifications of equipment, products and materials as part of working documentation for construction projects of various types.

Abstract

GOST 21.110-2013 establishes a standardised specification form and rules for compiling lists of equipment, products and materials used in construction working documentation (СПДС). It defines required fields, grouping and ordering rules, treatment of imported items, mass and measurement conventions, designation rules and the conditions for electronic and paper presentation of specifications. The standard replaces ГОСТ 21.110‑95 and was adopted by the interstate standardisation body and introduced for national use (Russia) from 1 January 2015.

General information

  • Status: Current / in force (interstate GOST; adopted and implemented as national standard in member states).
  • Publication date: Adopted 14 November 2013; introduced into force (national implementation) 1 January 2015; reprint January 2019.
  • Publisher: Adopted by the Interstate Council for Standardization, Metrology and Certification (EASC); implemented nationally by relevant national bodies (for Russia — Rosstandart).
  • ICS / categories: 01.100.30 (Technical drawings; construction drawings).
  • Edition / version: GOST 21.110‑2013 (current edition; replacement of GOST 21.110‑95).
  • Number of pages: Approximately 7–9 pages (typical published version ~8 pages; exact count may vary by publisher/format).

Scope

The standard applies to specifications prepared as part of the main sets of working drawings for construction projects (except main sets of structural solutions for reinforced concrete, steel and timber structures). It covers rules for the content, layout and presentation of specification entries, the composition and grouping of items, required columns and data (position, name and technical characteristics, type/mark/document reference, product code, supplier, unit of measure, quantity, unit mass, notes), and requirements for paper and electronic representations.

Key topics and requirements

  • Form of the specification (form 1) and permitted modifications (additional columns; adjusted column widths, excluding main title block sizes).
  • General requirements for inclusion — what equipment, products and materials must be listed and which items may be excluded (items determined by construction/installation contractor, small/miscellaneous items etc.).
  • Grouping and ordering rules — division into parts, sections and subsections; ordering within groups by principal parameters (type, mark, diameter, size).
  • Field definitions and content rules — positional designation, name and technical characteristics, type/mark/reference to standard or technical specification, product code, supplier, unit, quantity, mass per unit, and notes.
  • Treatment of imported items — use of names/identifiers from supplier documentation; allowed simultaneous indication of authentic (foreign) and Russian-language names.
  • Designation assignment — rule to form specification designation by adding the ".СО" (SO) suffix to the main working-drawing set designation.
  • Electronic documentation — requirements so that electronic specifications contain all data necessary for display or printing in compliance with the standard.
  • Rules for recording masses (kg/tonnes) and optional omission for small items not requiring lifting equipment.

Typical use and users

Used by design organisations, architects and engineers preparing working documentation (project designers) for construction projects; by specification engineers and detailers who prepare bills of equipment and materials; by procurement and purchasing departments, manufacturers and suppliers who must match supplied items to the specification; and by contracting and installation organisations that use the specification for material take-off and installation planning.

Related standards

Commonly used together with other СПДС standards, in particular GOST 21.101 (main requirements to project and working documentation / composition of working-drawing sets) and other sector-specific GOSTs in the 21.x series that define forms, symbols and rules for particular disciplines (electrical, HVAC, plumbing, instrumentation, structural drawings, etc.). It replaces GOST 21.110‑95.

FAQ

Q: What is this standard?

A: GOST 21.110‑2013 is an interstate standard that defines the form and general rules for preparing specifications of equipment, products and materials within construction working documentation.

Q: What does it cover?

A: It covers the layout and required content of specifications (fields/columns), rules for grouping and ordering items, handling of imported items, designation rules, requirements for electronic and paper presentation, and exceptions for items not included in the specification.

Q: Who typically uses it?

A: Design organisations, specification engineers, architects, procurement and contracting organisations, manufacturers and suppliers involved in preparing, supplying or using construction working documentation and material/equipment lists.

Q: Is it current or superseded?

A: It is the 2013 edition (introduced 1 January 2015) and replaced the 1995 edition (GOST 21.110‑95). It was reissued (reprint) in January 2019; users should check national information systems for any later revisions or amendments.

Q: Is it part of a series?

A: Yes — it is part of the СПДС (System of design documents for construction) family of standards (GOST 21.x), which together cover composition of documentation, drawing formats, symbols, specifications and discipline-specific rules.

Q: What are the key keywords?

A: Specification, equipment, materials, bill of materials, working documentation, СПДС, GOST 21.110, construction specification.
