Locomotive and motor rolling stock. Requirements of fire safety
Full title and description
GOST 34394-2018 — "Locomotive and motor rolling stock. Requirements of fire safety" (Локомотивы и моторвагонный подвижной состав. Требования пожарной безопасности). The standard establishes fire-safety requirements for the design, production, modernization and overhaul of locomotives and motor rolling stock (including high-speed units), except rolling stock powered by gaseous fuel, intended for use on 1520 mm gauge railway tracks.
Abstract
GOST 34394-2018 sets mandatory technical requirements and protective measures addressing fire behaviour of materials and structures, electrical equipment and wiring, fire detection and extinguishing means, fire barriers and structural fire resistance, heating and ventilation arrangements, and conditions for safe evacuation on locomotives and multiple-unit rolling stock. It is intended to be applied during development, production, upgrade and major repair of traction rolling stock; where the standard introduces higher requirements than previously applicable rules, transitional provisions for in-service vehicles are specified.

Key bibliographic and status details above are recorded in official and standards libraries and distributor catalogues.
Scope
The standard applies to the full life‑cycle activities for locomotives and motor rolling stock (design, manufacture, modernization, capital repair/overhaul) — including high‑speed rolling stock — except units operating on gaseous fuels; it covers vehicles intended for 1520 mm gauge lines. The document defines which requirements apply to vehicles already in service and how requirements apply to vehicles undergoing overhaul (requirements apply to the extent of the overhaul work performed).
Key topics and requirements
- Fire safety of materials and components used in rolling stock (flammability, smoke/toxicity characteristics and selection rules).
- Fire barriers, compartmentation and structural fire resistance requirements for key enclosures and load‑bearing elements.
- Requirements for electrical equipment, wiring routing and protection against electrical ignition sources.
- Requirements for fixed fire detection and alarm systems, portable and fixed fire‑fighting equipment, and their placement and performance.
- Heating, ventilation and air‑conditioning arrangements to limit fire spread and to support evacuation.
- Rules and conditions to ensure safe evacuation of occupants (passenger and crew egress considerations, evacuation time assessment references).
- Testing, inspection and documentation required to demonstrate compliance (references to test methods and referenced GOSTs).
The standard cross‑references several national GOSTs and technical regulations covering fire testing methods, material combustibility, IP protection, climatic categories and related rolling‑stock safety requirements.
Typical use and users
Primary users are rolling‑stock manufacturers, designers and engineering teams, railway operators, maintenance and overhaul depots, certification and conformity assessment bodies, fire‑safety engineers, test laboratories and regulatory authorities responsible for railway safety. The standard is used to specify design choices, select materials and systems, prepare technical documentation for certification, and to assess or approve modernization and overhaul projects.
Related standards
GOST 34394-2018 references and is related to multiple standards and regulations, for example: GOST 12.1.004 (Fire safety — general requirements), GOST 12.1.044 (fire/explosion hazard of materials), GOST 12.2.007.0 (electrical equipment safety), GOST 14254 (IP code), GOST 15150 (climatic categories), GOST 30244 and GOST 30247.1 (fire tests for building materials and elements), and several rolling‑stock and electrical equipment standards. It is also intended to be used alongside applicable Customs Union / Eurasian Economic Union technical regulations on rolling‑stock safety.

FAQ
Q: What is this standard?
A: GOST 34394-2018 is an interstate (GOST) standard that defines fire‑safety requirements for locomotives and motor rolling stock (traction rolling stock) used on 1520 mm gauge lines.
Q: What does it cover?
A: It covers fire‑safety requirements for materials, structures, electrical equipment and wiring, detection and extinguishing systems, heating/ventilation, fire barriers and measures to ensure safe evacuation, as applicable during design, manufacture, upgrade and overhaul.
Q: Who typically uses it?
A: Designers and manufacturers of locomotives and multiple units, railway operators, maintenance and overhaul facilities, test laboratories, certification bodies and regulatory agencies concerned with rolling‑stock fire safety.
Q: Is it current or superseded?
A: As published, GOST 34394-2018 was approved 24 May 2018 and put into effect on 1 December 2018; available records list it as in force (effective). Users should verify current status before relying on it for compliance, since standards and normative references can be amended or superseded.
Q: Is it part of a series?
A: The standard is part of the body of GOST and related rolling‑stock and fire‑safety standards; it is linked by references to other GOSTs and to technical regulations governing railway rolling stock safety. It is not a numbered "series" title but functions alongside related GOSTs for materials, electrical equipment and fire testing.
Q: What are the key keywords?
A: Fire safety, locomotives, rolling stock, fire detection, fire extinguishing, evacuation, combustible materials, electrical wiring, fire barriers, fire resistance.
