Full title and description
St IEC 61557-16-2023 — Electrical safety in low voltage distribution systems up to 1 000 V AC and 1 500 V DC — Equipment for testing, measuring or monitoring of protective measures — Part 16: Equipment for testing the effectiveness of the protective measures of electrical equipment and/or medical electrical equipment. This part specifies performance, uncertainty and safety requirements for portable and bench test and measurement equipment used to determine the effectiveness of protective measures (including those described in IEC 62353) and is intended to be used together with IEC 61557-1:2019.
Abstract
IEC 61557-16:2023 (2nd edition) defines functional, accuracy and safety requirements for instruments that test protective conductor/earth resistance, protective conductor current (substitute leakage), touch/leakage currents and related checks on electrical equipment and medical electrical equipment. The standard updates the first edition (2014), adds differentiated uncertainty requirements for medical and non‑medical applications, clarifies measuring ranges and adds new options for measuring devices and user warnings.
General information

- Publication date: 25 August 2023.
- Publisher: International Electrotechnical Commission (IEC).
- ICS / categories: 17.220.20, 29.080.01.
- Edition / version: 2.0 (second edition; cancels and replaces the 2014 edition).

Scope
The standard applies to test and measurement equipment intended to determine the effectiveness of protective measures for electrical equipment and medical electrical equipment in low‑voltage distribution systems (up to 1 000 V AC and 1 500 V DC). It covers functional performance, measurement uncertainty (with specific provisions for medical applications), measuring ranges, user information and safety requirements for the measuring instrument itself. IEC 61557-16 is to be used in conjunction with IEC 61557-1 (general requirements) and references testing and safety provisions in IEC 62353 for medical equipment.
Key topics and requirements
- Defined performance and operating-uncertainty requirements for test equipment used on both medical and non‑medical electrical equipment (uncertainty split and tighter limits for medical leakage measurements).
- Specification of ranges with defined uncertainties (display ranges), and minimum resolution and measuring-current requirements for protective conductor resistance measurements (for example ranges covering 0.05 Ω to 1.99 Ω with 0.01 Ω resolution as a minimum where applicable).
- Option to include an additional measuring device (MD) class for non‑medical applications and limits on maximum intrinsic uncertainty for medical leakage-current measurements.
- Requirements that the measuring circuit be separated from mains active parts by double or reinforced insulation (referencing IEC 61010-1) and consideration of parallel/auxiliary earth connections in measurements.
- Procedural and documentation requirements such as user warnings in operating instructions, identification of included external resistances/zero offsets, and distinctions between sockets for service purposes and test sockets.
- Alignment of structure and terminology with the rest of the IEC 61557 series and updates to normative tables and clauses compared with the first edition.
Typical use and users
Typical users include test-equipment manufacturers, instrument calibration laboratories, electrical safety engineers, service and maintenance teams for industrial and commercial electrical equipment, medical device service organizations and electrical contractors performing in-service safety verification and post‑repair checks. The standard is used when specifying or evaluating portable and bench testers (PAT testers, leakage clamps, low‑ohm instruments) intended to check protective conductors, touch and leakage currents, and substitute leakage tests in accordance with IEC 62353 for medical devices.
Related standards
IEC 61557-16 is part of the IEC 61557 family (equipment for testing, measuring or monitoring of protective measures) and is intended to be used with IEC 61557-1 (general requirements). Other closely related parts include IEC 61557-2 (insulation resistance), IEC 61557-4 (protective conductor/earth resistance), IEC 61557-13 (leakage current clamps and sensors) and medical‑equipment test guidance in IEC 62353; instrument safety and construction reference IEC 61010-1 and medical equipment safety reference IEC 60601-1 are also relevant.

FAQ
Q: What is this standard?
A: IEC 61557-16:2023 is an international standard specifying requirements for test and measurement equipment used to verify the effectiveness of protective measures on electrical equipment and medical electrical equipment in low‑voltage systems.
Q: What does it cover?
A: It covers performance, measurement uncertainty (with special provisions for medical applications), measuring ranges and resolution, user information and safety of the measuring equipment, and how tests such as protective conductor resistance and leakage/current checks are to be supported by the instrument.
Q: Who typically uses it?
A: Manufacturers of testers, calibration and test laboratories, installers and maintenance personnel, medical‑equipment service organizations and safety inspectors use this standard to design, specify or evaluate instruments and to ensure comparable, safe measurement procedures.
Q: Is it current or superseded?
A: It is current: the second edition was published on 25 August 2023 and it cancels and replaces the first edition published in 2014. Users should adopt the 2023 edition for new procurements and compliance references.
Q: Is it part of a series?
A: Yes — IEC 61557-16 is part of the IEC 61557 series (equipment for testing, measuring or monitoring of protective measures) and is intended to be used with IEC 61557-1 and other relevant parts of the series as appropriate.
Q: What are the key keywords?
A: Protective conductor resistance, substitute leakage current, touch/leakage current, measurement uncertainty, medical electrical equipment, PAT tester, IEC 62353, instrument safety.
