Full title and description
St IEC 61869-5: Instrument transformers — Part 5: Additional requirements for capacitor voltage transformers. This international standard specifies additional requirements for single‑phase capacitor voltage transformers (CVTs) used between line and earth in high‑voltage systems, intended to supply low voltage for measurement, control and protective functions.
Abstract
IEC 61869-5:2011 (Edition 1.0, corrected by Corrigendum 2015) applies to new single‑phase capacitor voltage transformers connected between line and ground for system voltages Um ≥ 72.5 kV at power frequencies from 15 Hz to 100 Hz. It replaces the previous IEC 60044-5 publications and is to be read in conjunction with IEC 61869-1. The standard covers ratings, design and construction, insulation and dielectric requirements, accuracy classes, tests (type and routine), and informative/ normative annexes on typical CVT diagrams, transient response under fault conditions and high‑frequency characteristics.

Scope
This part of IEC 61869 applies to newly manufactured single‑phase capacitor voltage transformers (CVTs) connected between conductor and earth for system voltages Um ≥ 72.5 kV and rated for power frequencies from 15 Hz to 100 Hz. The CVTs covered are intended to supply low‑voltage outputs for measurement, protection and control; they may be equipped with or without carrier‑frequency coupling accessories for PLC/TFH applications. The document is supplementary to IEC 61869‑1 and replaces the older IEC 60044‑5 family of publications for CVTs.
Key topics and requirements
- Rated values and ratings (primary/secondary voltages, rated output, thermal limiting output and insulation coordination).
- Insulation and dielectric requirements for primary and secondary terminals, including electromagnetic unit insulation provisions.
- Accuracy classes and specific accuracy requirements for measuring and protective CVTs (including residual voltage windings where applicable).
- Design and construction rules addressing liquids, coupling arrangements, capacitor dividers and mechanical considerations.
- Type, routine and special tests: dielectric tests, temperature rise, accuracy tests, transient response and high‑frequency characteristics.
- Normative and informative annexes providing typical CVT diagrams, transient behaviour under fault conditions and high‑frequency test guidance (HF characteristics and TFH coupling considerations).
Typical use and users
CVTs specified by this standard are used by electrical utilities, substation designers, transformer and instrument‑transformer manufacturers, third‑party test laboratories, protection and metering equipment suppliers, and standards/ procurement engineers who write specifications for high‑voltage measurement and protection installations. Typical applications include revenue metering, protection relay inputs, SCADA/measurement interfaces and carrier‑based communication links in HV networks.
Related standards
Key related standards and references to consider when applying IEC 61869-5 include: IEC 61869‑1 (Instrument transformers — General requirements), the superseded IEC 60044‑5 (replaced by this part), IEC 60358 series (coupling capacitors / capacitive dividers fundamentals) and IEC 60481 (transmission conditions for coupling accessories). This part is one element of the IEC 61869 series (other parts cover current transformers, low‑power instrument transformers, digital interfaces, etc.).

FAQ
Q: What is this standard?
A: IEC 61869-5:2011 is the part of the IEC 61869 instrument‑transformer series that gives additional requirements specifically for single‑phase capacitor voltage transformers (CVTs) used in high‑voltage systems.
Q: What does it cover?
A: It covers ratings, design and construction, insulation and dielectric requirements, accuracy classes, tests (type, routine and special), and annexes addressing typical CVT diagrams, transient response under fault conditions and high‑frequency characteristics for CVTs. It must be used together with IEC 61869‑1.
Q: Who typically uses it?
A: Utilities, substation designers, CVT and instrument‑transformer manufacturers, protection and metering equipment vendors, test laboratories and standards/specification authors. These stakeholders use the standard to specify, design, manufacture and test CVTs for measurement and protection purposes.
Q: Is it current or superseded?
A: The 2011 edition (Edition 1.0) is the published edition and has an official corrigendum issued in August 2015; IEC lists the publication as maintained (stability date noted toward 2027). Work to revise Part 5 (Edition 2) has been initiated to align with updates in IEC 61869‑1 (ED2/2023) and extend some requirements (for example broader frequency ranges). Users should check for the presence of a formally published Edition 2 before assuming changes; until a new edition is published, the 2011 edition + Corrigendum 2015 remains the normative reference.
Q: Is it part of a series?
A: Yes — IEC 61869‑5 is one part of the IEC 61869 series of standards for instrument transformers; Part 1 contains the general requirements and other parts address current transformers, low‑power transformers, digital interfaces and additional specific device requirements.
Q: What are the key keywords?
A: Capacitor voltage transformer, CVT, instrument transformer, insulation, accuracy class, dielectric test, transient response, high‑frequency characteristics, IEC 61869, IEC 61869‑1.
