Full title and description

IEC 62290-2:2025 — Railway applications — Urban guided transport management and command/control systems — Part 2: Functional requirements specification. This third edition defines the functional requirements for Urban Guided Transport Management and Command/Control Systems (UGTMS) for use on urban guided passenger transport lines and networks, and is intended as a baseline for procurement, system specification (SRS/FIS/FFFIS) and interoperable implementations.

Abstract

This document specifies the functional requirements of UGTMS covering operations from non-automated (GOA1) to unattended (GOA4) operation and is applicable to new lines or upgrading existing signalling and command/control systems. The 2025 edition (third edition) cancels and replaces the 2014 second edition and introduces a number of technical changes, new functions and informative annexes (user recommendations, performance-related criteria and GOA applicability summaries).

General information

  • Status: Published — International Standard, 3rd edition.
  • Publication date: 11 April 2025 (base IEC publication).
  • Publisher: International Electrotechnical Commission (IEC), TC 9 — Electrical equipment and systems for railways.
  • ICS / categories: 45.060.01 (Railway rolling stock / general railway applications).
  • Edition / version: Edition 3.0 (2025).
  • Number of pages: 198 pages (IEC published PDF).

Scope

IEC 62290-2:2025 specifies functional requirements for UGTMS intended for urban guided passenger transport lines and networks. It applies to systems using continuous data transmission, continuous supervision of train movements by a train protection profile and train localisation by onboard reporting equipment (with optional wayside localisation). The document frames detailed functions to be added for specific applications and can be used as the basis for SRS, FIS and FFFIS when procuring or upgrading signalling and control systems.

Key topics and requirements

  • Functional coverage across Grades of Automation (GOA1 to GOA4), with guidance on applicability of functions per GOA.
  • Continuous data transmission and continuous supervision of train movements (train protection profiles).
  • Train localisation requirements: onboard reporting equipment as primary, optional external wayside devices.
  • New or revised functional requirements (examples): stopping a train en route; monitoring speed limits at discrete locations; managing UGTMS transfer tracks; monitoring passenger emergency calls; managing train washing; defining non‑stopping areas; performing progressive shutdown; ensuring connecting services are deleted.
  • Informative annexes added: user recommendations, typical performance-related criteria, and an applicability summary of functions/subfunctions by GOA.
  • Intended use as baseline for interoperable or interchangeable systems and for transport authority requests for proposal.

Typical use and users

Primary users are transport authorities, urban transit operators, signalling/system integrators, suppliers of CBTC/UGTMS equipment, consultants preparing technical specifications and procurement documents, and test/acceptance bodies. The standard is used to define system-level functional requirements, prepare procurement SRS/FIS/FFFIS, and to align supplier offerings with expected operational and safety-related functions.

Related standards

This part is one element of the IEC 62290 series; Part 1 (IEC 62290-1:2025) provides system principles, fundamental concepts and definitions and should be used together with Part 2 when developing complete specifications. Regional/adopted versions (for example EN/BS EN/SS-EN IEC 62290-2:2025) exist and may have separate publication or endorsement dates in national/regional catalogues. The 2025 Part 2 edition supersedes IEC 62290-2:2014.

FAQ

Q: What is this standard?

A: IEC 62290-2:2025 is the third-edition IEC international standard specifying functional requirements for Urban Guided Transport Management and Command/Control Systems (UGTMS) used on urban guided passenger transport lines and networks.

Q: What does it cover?

A: It covers system-level functional requirements (operation, supervision, localisation, transfer tracks, emergency handling, performance criteria, etc.), applicable from non-automated to fully unattended operation (GOA1–GOA4), and is intended for new lines or upgrades of existing signalling and command/control systems.

Q: Who typically uses it?

A: Transport authorities, urban transit operators, signalling/system integrators, equipment suppliers, procurement teams and testing/acceptance bodies use the standard to define and verify functional requirements and to prepare procurement documentation.

Q: Is it current or superseded?

A: It is current (published April 11, 2025) and supersedes IEC 62290-2:2014. National or regional adoptions (EN/BS/SS versions) may appear with their own endorsement dates.

Q: Is it part of a series?

A: Yes — IEC 62290 is a multi-part series. Part 1 (IEC 62290-1:2025) provides system principles and fundamental concepts; Part 2 is the functional requirements specification and other parts/annexes provide complementary material.

Q: What are the key keywords?

A: UGTMS, urban guided transport, functional requirements, signalling, GOA, train localisation, continuous supervision, CBTC-like systems.
