Full title and description

St ISO 20854-2019 — Thermal containers — Safety standard for refrigerating systems using flammable refrigerants — Requirements for design and operation. This international standard specifies safety, design and operational requirements for refrigerating systems that use flammable refrigerants when installed in or mounted on ISO thermal (reefer) containers used in intermodal transport.

Abstract

ISO 20854:2019 provides a risk-based framework and detailed requirements to enable the safe use of flammable refrigerants (classified in ISO 817 as 2L, 2 and 3, excluding R717) in container refrigerating systems. It defines an operational mode risk assessment (OMRA) approach (including HAZOP, FMEA, FTA or combinations), validation and testing requirements (including charge release tests, simulation, shock/impact/vibration tests), and responsibilities for manufacturers, container owners and operators to achieve tolerable risk levels for intermodal refrigerated containers.

General information

  • Status: Published
  • Publication date: October 2019
  • Publisher: International Organization for Standardization (ISO)
  • ICS / categories: 55.180.10 (Transport of goods — Intermodal freight transport units)
  • Edition / version: 1 (First edition)
  • Number of pages: 59

Scope

This document is restricted to refrigerating systems integrated with or mounted on ISO thermal containers (see ISO 1496-2) and provides minimum requirements to reduce risks associated with using flammable refrigerants in such systems during intermodal transit (onboard ships, terminals, road, rail and land positioning). It excludes static land-based continuous operations and does not cover refrigerant R717 (ammonia).

Key topics and requirements

  • Risk-based safety concept for container refrigerating systems using flammable refrigerants.
  • Operational Mode Risk Assessment (OMRA) methodology (HAZOP, FMEA, FTA or combinations).
  • Requirements for design and construction of refrigerating systems, components and piping when using flammable refrigerants.
  • Validation of safety concepts and protective devices, including charge release tests and simulations.
  • Test requirements for mechanical robustness (shock, impact, vibration) of assemblies and equipment.
  • Specification of tolerable risk criteria and how to demonstrate risk reduction to acceptable levels.
  • Defined obligations and roles for manufacturers, container owners and operators, and requirements for service and maintenance procedures.
  • Interface with existing container standards (not replacing ISO 1496-2 or general refrigeration safety standards such as the ISO 5149 series).

Typical use and users

Used by refrigerating-equipment designers and manufacturers, container and intermodal equipment owners, ship operators, terminal operators, safety and risk engineers, classification societies, regulatory authorities and maintenance/service personnel involved with refrigerated (reefer) containers and transport refrigeration systems.

Related standards

Typical related documents include ISO 1496-2 (Series 1 freight containers — Thermal containers), ISO 817 (Refrigerants — Designation and safety classification), the ISO 5149 series (safety and environmental requirements for refrigeration systems), and other industry safety and transport standards that govern intermodal container design and operation.

FAQ

Q: What is this standard?

A: ISO 20854:2019 is an international standard that sets safety, design and operational requirements for refrigerating systems using flammable refrigerants when fitted to ISO thermal containers.

Q: What does it cover?

A: It covers a risk-based approach (OMRA) for design and operation, validation and testing of safety concepts and protective devices, component and assembly requirements, and roles/responsibilities for manufacturers, owners and operators in intermodal transport contexts.

Q: Who typically uses it?

A: Equipment and container manufacturers, ship and terminal operators, safety and risk engineers, classification societies, regulators and maintenance/service teams for reefers and intermodal refrigerated transport.

Q: Is it current or superseded?

A: As published in October 2019 it is the first edition; users should check national/members' bodies or standards services for any subsequent confirmation, revisions or amendments after 2019.

Q: Is it part of a series?

A: It is a standalone ISO standard focused on container refrigerating systems but is intended to be used in conjunction with container standards (ISO 1496-2) and general refrigeration safety standards (e.g., ISO 5149 series) and refrigerant classification (ISO 817).

Q: What are the key keywords?

A: Thermal container, refrigerating system, flammable refrigerant, OMRA, HAZOP, FMEA, validation, risk assessment, ISO 20854.
