Full title and description

GOST R 8.568-2017 — Государственная система обеспечения единства измерений. Аттестация испытательного оборудования. Основные положения. The standard sets out the basic principles, procedures and requirements for attestation (certification) of testing (trial) equipment and the rules for developing attestation programs and methodologies.

Abstract

This national standard defines the purpose, terminology and general provisions for conducting primary and periodic attestation of testing equipment within the State System for Ensuring the Uniformity of Measurements (GSI). It describes the required documentation, composition of technical means, structure of attestation programs and methodologies, responsibilities of participants and criteria for assessment of metrological characteristics.

General information

  • Status: In force / effective (introduced 1 August 2018); replaces ГОСТ Р 8.568-97.
  • Publication date: Approved by order of the Federal Agency on Technical Regulation and Metrology (Rosstandart) on 29 December 2017; put into effect 1 August 2018.
  • Publisher: Federal Agency on Technical Regulation and Metrology (Rosstandart); commercial distribution via standard publishers/distributors.
  • ICS / categories: Metrology and measurements (OKS/ICS area for metrology — ОКС 17.020 / GSI – metrology and measurement practice).
  • Edition / version: National standard — 2017 edition (designation GOST R 8.568-2017).
  • Number of pages: 16 pages (typical published text).

Scope

The standard applies to the attestation of testing equipment used to perform tests and measurements. It establishes: (a) the main provisions and order of attestation of testing equipment; (b) the procedure for development of attestation programs and attestation methodologies; and (c) required documentation and composition of technical means used in attestation activities. It is intended to be used by organizations performing attestation and by developers of programs and methods for attestation.

Key topics and requirements

  • Definitions, objectives and general principles of attestation (purpose: confirmation of declared characteristics of testing equipment).
  • Procedures for primary, periodic and repeat attestation, including triggers for re-attestation (repairs, modifications, unsatisfactory results, regulatory requirements).
  • Requirements for the content and structure of an attestation program (ПА) and attestation methodology (МА) — scope, measured characteristics, test conditions, acceptance criteria and calculation methods.
  • Documentation required for attestation: design/technical documentation, operating documents, measurement and supporting instruments records, test methods and protocols.
  • Composition and minimum resources of technical means and samples needed for attestation (complete testing equipment set, auxiliary apparatus, measuring instruments and environmental control devices).
  • Rules for reporting results and issuing attestation records/certificates and responsibilities of organizations and personnel involved in attestation activities.
  • References to related metrology standards and normative documents governing methods, safety and quality management in testing environments.

Typical use and users

Primary users are national and regional metrology service centres (ЦСМ), laboratory and test-facility managers, manufacturers and suppliers of testing equipment, organizations that perform product testing and conformity assessment, accreditation and regulatory bodies, and consultants who prepare attestation programs and methodologies. The standard is used when developing and approving attestation procedures, and when planning and performing primary and periodic attestation.

Related standards

Normative references incorporated by the standard include other GOSTs and metrology documents (examples: ГОСТ 2.601, ГОСТ 2.105, ГОСТ 8.417 and related GSI / metrology rules). It replaces ГОСТ Р 8.568-97 and is often applied together with sector‑ or method‑specific attestation and verification documents (e.g., ГОСТ РВ series and other GOSTs referenced in test procedures).

FAQ

Q: What is this standard?

A: GOST R 8.568-2017 is a Russian national standard that defines the basic provisions, procedures and requirements for attestation (certification) of testing equipment within the State System for Ensuring the Uniformity of Measurements (GSI).

Q: What does it cover?

A: It covers the objectives and principles of attestation, the development and content of attestation programs and methodologies, required documentation, composition of technical means, procedures for primary and periodic attestation, acceptance criteria and reporting of results.

Q: Who typically uses it?

A: Metrology centres, testing laboratories, equipment manufacturers, organizations carrying out tests and measurements, accreditation bodies and specialists who prepare attestation programs and methodologies.

Q: Is it current or superseded?

A: The 2017 edition (GOST R 8.568-2017) is in force — approved 29 December 2017 and introduced 1 August 2018 — and it replaced the 1997 version. A revision project and public discussion process has been recorded in later years (project activity noted in 2025), so stakeholders should check for any official updates or amendments issued by Rosstandart.

Q: Is it part of a series?

A: Yes — it is part of the GSI (State System for Ensuring the Uniformity of Measurements) suite of standards (the GOST R 8.x series) dealing with metrology, verification, testing procedures and measurement quality. It cross‑references other GOST and GSI normative documents.

Q: What are the key keywords?

A: Attestation; attestation methodology; attestation program; testing equipment; metrology; verification; measurement uncertainty; technical documentation.
