Full title and description

Railway applications - Rolling stock - Testing of rolling stock on completion of construction and before entry into service. This International Standard specifies general criteria and test approaches to demonstrate by testing that newly constructed complete railway vehicles conform to applicable standards and other normative documents prior to entry into service.

Abstract

IEC 61133:2016 (Edition 3.0) defines the general test criteria, acceptance principles and documentation needed to verify that newly built railway rolling stock meets the relevant technical standards and contractual requirements before commissioning. It is intended to be applied to complete vehicles (with some exceptions for special-purpose vehicles) and can be used as a framework alongside regional regulations and vehicle-specific standards.

General information

  • Status: Active / current edition.
  • Publication date: 24 February 2016.
  • Publisher: International Electrotechnical Commission (IEC).
  • ICS / categories: 45.060.01 (Railway rolling stock in general).
  • Edition / version: Edition 3.0 (2016).
  • Number of pages: 135 pages (approx.).

Scope

IEC 61133:2016 provides general criteria for testing newly constructed complete railway vehicles on completion of construction and prior to entry into service. The standard applies, in whole or in part, to most railway vehicles but excludes certain special-purpose machines such as track-laying machines, ballast cleaners and personnel carriers; the precise extent of application for a given vehicle is to be specified in contract documents to accommodate legislative or project-specific requirements. The edition includes updated cross-references to European TSIs and ENs and an updated Annex B with European information.

Key topics and requirements

  • General principles for factory and on-track testing of complete vehicles (functional, dynamic and safety-related tests).
  • Acceptance criteria and documentation required to demonstrate conformance to standards and contractual requirements.
  • Test planning, test records, instrument calibration and reporting of non-conformities.
  • Guidance on which parts of the standard apply to different vehicle types and contractual arrangements for scope definition.
  • Harmonisation with regional legislation and cross-references to Technical Specifications for Interoperability (TSIs) and relevant EN standards (Annex B updates referenced in this edition).

Typical use and users

Used by rolling stock manufacturers, railway vehicle integrators, certification bodies, test laboratories, infrastructure managers and vehicle acceptance authorities to plan and carry out pre-delivery and pre-entry-into-service testing. Also used by procurement engineers and contract managers to define test requirements in vehicle contracts and by regulators as a reference for conformity assessment schemes.

Related standards

IEC 61133 is intended to be used alongside vehicle- and subsystem-specific standards and regional interoperability documents. Related documents commonly referenced include EN standards and TSIs for rolling stock, national vehicle acceptance rules, and earlier editions of IEC 61133 (the 2006 edition was superseded). Specific cross-references and harmonisation notes are provided in Annex B of the 2016 edition.

FAQ

Q: What is this standard?

A: IEC 61133:2016 is an international standard that defines general criteria and requirements for testing complete railway vehicles on completion of construction and before they enter service, to demonstrate conformity with applicable standards and contractual requirements.

Q: What does it cover?

A: It covers test planning, types of tests (functional, dynamic, safety-related), acceptance criteria, test documentation, reporting and handling of non-conformities, and guidance on the contractual definition of the scope of testing for different vehicle types. Annex B gives harmonisation information and cross-references to regional regulations.

Q: Who typically uses it?

A: Rolling stock manufacturers, test laboratories, certification and conformity assessment bodies, infrastructure managers, procurement teams and national/regional vehicle acceptance authorities. It is used both to design test programs and to frame contractual acceptance conditions.

Q: Is it current or superseded?

A: IEC 61133:2016 (Edition 3.0) is the published edition that replaced IEC 61133:2006. As of its 24 February 2016 publication it is the current edition; users should check national adoption or amendment notices for any later updates.

Q: Is it part of a series?

A: It is one standard within the IEC railway rolling stock portfolio maintained by IEC TC 9 and is intended to be used in conjunction with vehicle- and subsystem-specific IEC/EN standards and regional TSIs that together cover the full set of requirements for rolling stock design, testing and acceptance.

Q: What are the key keywords?

A: Rolling stock testing, vehicle acceptance, commissioning tests, pre-entry-into-service, conformity assessment, TSIs, ENs, IEC TC 9.
