Full title and description

IEC TR 62559-1:2019 — Use case methodology - Part 1: Concept and processes in standardization. This Technical Report sets out the concepts, background and collaborative processes for creating and managing a common use-case repository within the IEC. It provides the rationale, terminology and process guidance needed to gather, harmonize and maintain use cases as inputs to standards development and related projects.

Abstract

IEC TR 62559-1:2019 introduces the IEC 62559 series by describing the overall concept of a standardized use-case methodology, the types of use cases, key terms and the processes required to collect, review and harmonize use cases on a common collaborative repository. It explains how use cases feed into standards development, identifies responsibilities for repository management and clarifies which operational/tool-specific documentation is out of scope (those are provided separately and may be updated online). This edition replaces the earlier IEC PAS 62559 (2008) and forms the foundation for the complementary parts of the 62559 series.

General information

  • Status: Technical Report (TR), published and in force at time of publication.
  • Publication date: 29 January 2019.
  • Publisher: International Electrotechnical Commission (IEC).
  • ICS / categories: 29.020 — Electrical engineering in general.
  • Edition / version: Edition 1.0 (2019).
  • Number of pages: 84 pages (bilingual English/French edition).

Scope

This part of IEC 62559 establishes the conceptual basis and standardized processes for use-case driven requirements capture within IEC standardization. It covers: definitions and use-case types; the role and purpose of a centralized use-case repository; processes for submission, review, harmonization and reuse of use cases; and governance considerations for collaborative use-case collection across IEC technical bodies. It does not provide detailed user manuals for repository software or tool-specific instructions, which are handled separately and updated more frequently outside the TR.

Key topics and requirements

  • Definition of the use-case methodology concept and terminology to ensure consistent interpretation across committees.
  • Introduction of a centralized, collaborative use-case repository as the canonical place to collect and harmonize use cases for standards development.
  • Processes and roles for submission, validation, harmonization and approval of use cases within IEC structures.
  • Classification of use-case types and guidance on when/how to reuse or generalize use cases for standards work.
  • Guidance on linking use cases to actor lists and requirements lists (as handled in IEC 62559-2) and on exchanging use-case artefacts (see IEC 62559-3).
  • Statement that operational/tool documentation (user manuals, vendor-specific repository instructions) is out of scope and maintained separately.
  • Compatibility/transition note: cancels and replaces IEC PAS 62559 (2008) and provides the foundation for subsequent parts of the 62559 series.

Typical use and users

Primary users are standards developers, technical committee members, systems engineers and requirements engineers who need a consistent, repeatable way to capture and reuse user requirements via use cases. Secondary users include product managers, project leads, tool vendors and consultants working in domains that adopt the IEC use-case methodology (for example smart energy/smart grid, smart cities, e-mobility and building automation). The TR is intended for anyone responsible for feeding user-oriented requirements into IEC standardization or for organizing collaborative use-case repositories.

Related standards

IEC TR 62559-1 forms part of the IEC 62559 family. Key related documents include: IEC 62559-2 (2015) — Definition of the templates for use cases, actor list and requirements list; IEC 62559-3 (XML serialization) — Definition of use-case template artefacts into an XML serialized format; IEC SRD/62559-4 (2020) — Best practices in use-case development for IEC standardization processes; and the older IEC PAS 62559:2008 (now superseded by the series). These parts are intended to be used together: 62559-1 for concept/process, -2 for template structure, -3 for data exchange formats and -4 for practical best practices.

FAQ

Q: What is this standard?

A: IEC TR 62559-1:2019 is a Technical Report that defines the concepts and processes for a standardized use-case methodology and a collaborative use-case repository used in IEC standardization.

Q: What does it cover?

A: It covers the conceptual framework, common terminology, types of use cases, and the processes and roles for collecting, harmonizing and managing use cases within IEC. It does not provide tool user manuals or software-specific instructions.

Q: Who typically uses it?

A: Standards committee members, requirements and systems engineers, project leads, product managers and repository/tool vendors who need a consistent approach to collect and apply user requirements in standards and system development.

Q: Is it current or superseded?

A: IEC TR 62559-1:2019 replaced the earlier IEC PAS 62559 (2008) for the conceptual/process aspects. It remains the reference for Part 1 of the 62559 series; complementary parts (62559-2, -3, SRD/62559-4) provide templates, exchange formats and best practices.

Q: Is it part of a series?

A: Yes — it is Part 1 of the IEC 62559 series. Other parts include IEC 62559-2 (templates), IEC 62559-3 (XML serialization) and IEC SRD/62559-4 (best practices), which together implement the complete use-case methodology.

Q: What are the key keywords?

A: Use case methodology, use case template, repository, requirements engineering, actor list, IEC 62559, standardization processes, smart energy.
